On 11/23/10, the Administrative Conference of the United States (ACUS) announced a 12/9/10 meeting of the Committee on Administration in Washington, DC, to consider a proposed recommendation on federal agency preemption of state law, revised bylaws and set staggered terms for public members, and to discuss future topics for Conference study. On 11/23/10, the ACUS announced a 12/9/10 and 12/10/10 meeting of the Assembly of the Administrative Conference in Washington, DC, to discuss a report regarding ethics regulations for government contractors. FR71412.
On 11/23/10, the Administration for Children and Families (ACF), Department of Health and Human Services (HHS), announced a request for public comment on a proposed information collection, Application Requirements for the Low Income Home Energy Assistance, Program (LIHEAP) Model Plan, to provide assistance to low-income households to offset the high cost of home heating. On 11/24/10, ACF, HHS, announced a request for public comment on a proposed information collection, Child Support Enforcement Program Expenditure Report and Child Support Enforcement Program Collection Report, for state and tribal agencies administering the Child Support Enforcement Program of the Social Security Act to provide information each fiscal quarter concerning administrative expenditures and the receipt and disposition of child support payments from non-custodial parents. Presidential Action
On 11/18/10, the president issued Proclamation 8603, to declare 11/21/10 – 11/27/10 as National Family Week, and to invite all states, local communities, and individuals to join in observing the week with appropriate ceremonies and activities to honor the nation’s families. FR71519.
On 11/19/10, the president issued Proclamation 8604, to declare 11/20/10 as National Child’s Day, and to call upon all citizens to observe the day with appropriate activities, programs, and ceremonies. FR71521.
Civil Rights/Constitutional Law
On 11/23/10, the Department of Justice (DOJ) to announced the removal of a final rule, effective 12/23/10, intended to implement certification procedures for states seeking to qualify for the special federal habeas corpus review procedures in capital cases. Following an additional comment period, DOJ will be issuing new regulations. FR71353.
On 11/24/10, the Civil Rights Commission announced a 12/3/10 meeting in Washington, DC, to approve School Choice, the Blaine Amendments and Anti-Catholicism Briefing Report, to receive an update on the status of the briefing on disparate impact in school discipline policies, and for other purposes. On 11/23/10, the Office of Justice Programs, DOJ, announced a 12/8/10 meeting of the National Institute of Justice (NIJ) Certification Programs Workshop, to introduce NIJ standards for law enforcement, corrections, and public safety equipment to organizations interested in testing, accreditation, and certification of such equipment to NIJ standards. On 11/24/10, the Social Security Administration announced a request for public comment on a proposed information collection, Continuing Disability Review Report, used to determine whether individuals receiving disability benefits continue their entitlement to or eligibility for those benefits. On 11/23/10, the Employment and Training Administration, Department of Labor, announced a proposed rulemaking to seek feedback on a potential additional performance measure for volunteer work in the Senior Community Service Employment Program (SCSEP), which would amend regulations concerning performance accountability under Title V of the Older American Act. On 11/24/10, the Election Assistance Commission announced a 12/2/10 meeting in Washington, DC, to receive updates on commercial off-the-shelf (COTS) products, the election official mentorship project, and to consider administrative matters. FR71677.
On 11/24/10, the Federal Emergency Management Agency (FEMA), Department of Homeland Security (DHS), announced a request for public comment on a proposed information collection, Application for Participation in the National Flood Insurance Program (NFIP), to enable FEMA to continue to rapidly process new community applications and to quickly provide flood insurance protection to the residents in communities. On 11/23/10, the U.S. Citizenship and Immigration Services (USCIS), DHS, announced a request for public comment on an extension of a currently approved information collection, Application to Preserve Residence for Naturalization, used to determine whether an alien who intends to be absent from the United States for a period of one year or more is eligible to preserve residence for naturalization purposes. On 11/24/10, the Department of Education announced a request for public comment on a proposed information collection, Migrant Education Program (MEP) Migrant Student Information Exchange (MSIX) and Minimum Data Elements, necessary for state educational agencies with MEPs to transfer the minimum data elements using the MSIX in order to facilitate timely class placement and credit accrual for migratory children.
