On 2/4/10, the House passed, by a 412-6 vote, HR 4532, to provide for permanent extension of the attorney fee withholding procedures under Title II of the Social Security Act to Title XVI of such act, and to provide for permanent extension of such procedures under Titles II and XVI of such act to qualified non-attorney representatives.

On 2/8/10, the National Institutes of Health, Department of Health and Human Services, announced a request for public comment on a proposed extension of a currently approved information collection, the Lost People Finder System, which is a voluntary collection of data that assists in the reunification of family members and loved ones who are separated during a disaster. On 2/5/10, the Department of Housing and Urban Development announced funding awards for fiscal year 2009 to housing agencies under the Section 8 Housing Choice Voucher Program, and published the names, addresses, and the amount of awards to housing agencies for non-competitive funding awards for housing conversion actions, public housing relocations and replacements, moderate rehabilitation replacements, and HOPE VI voucher awards. On 2/8/10, U.S. Citizenship and Immigration Services, Department of Homeland Security (DHS), announced a request for public comment on a revision to an existing information collection, the Petition for Nonimmigrant Worker, which is used by employers to petition for aliens to come to the United States temporarily to perform services, labor, and training or to request extensions of stay or changes in nonimmigrant status for nonimmigrant workers. On 2/11/10, the Senate passed S Res 415, calling for a renewed focus on the government of the Islamic Republic of Iran’s violations of internationally recognized human rights as found in the Universal Declaration of Human Rights.
On 2/8/10, the Agency for International Development (USAID) announced a 3/31/10 meeting in Washington, DC, of the Advisory Committee on Voluntary Foreign Aid to hear an update from the administrator on the front office of USAID, his vision of USAID’s role in the development world, and an update on the Haiti humanitarian efforts. HR 4600 ( Ros-Lehtinen, R-FL), to prohibit the use of funds to transfer or release an individual detained at Guantanamo Bay Naval Base to the custody of another country; to Foreign Affairs. H601, CR 2/4/10.
On 2/4/10, the House passed, by a 422-5 vote, HR 4061, to advance cybersecurity research, development, and technical standards.
On 2/5/10, the Federal Emergency Management Agency (FEMA), DHS, announced the base flood elevations (BFEs) and modified BFEs for listed communities. The BFEs and modified BFEs are the basis for the floodplain management measures that each community is required to adopt in order to qualify or remain qualified for participation in the National Flood Insurance Program (NFIP). On 2/5/10, FEMA, DHS, announced a final rule identifying communities, where the sale of flood insurance has been authorized under NFIP, that are scheduled for suspension on the effective dates listed within the rule because of noncompliance with the floodplain management requirements of the program. On 2/5/10, FEMA, DHS, announced a request for public comment on proposed BFEs and BFE modifications for listed communities. Comments are due 5/6/10. FR 5909
On 2/8/10, FEMA, DHS, announced a final rule identifying communities, where the sale of flood insurance has been authorized under NFIP, that are scheduled for suspension on the effective dates listed within the rule because of noncompliance with the floodplain management requirements of the program. On 2/1/10, the president signed HR 1377 (PL 11-136), to expand veteran eligibility for reimbursement by the secretary of Veterans Affairs for emergency treatment furnished in a non-Department facility.
