On 11/9/09, the Senate confirmed, by a 72-16 vote, Andre M. Davis, of Maryland, to be United States Circuit Judge for the Fourth Circuit.
On 11/9/09, the Senate confirmed, by a unanimous vote of 88-0, Charlene Edwards Honeywell, of Florida, to be United States District Judge for the Middle District of Florida.

On 11/10/09, the Food and Drug Administration, Department of Health and Human Services (HHS), announced the availability of a draft guidance, prepared under the auspices of the International Conference on Harmonization of Technical Requirements for Registration of Pharmaceuticals for Human Use which addresses the representation of geriatric patients in the clinical database, including representation of special characteristics of the geriatric patient population. On 11/10/09, the National Committee on Vital and Health Statistics, HHS, announced an 11/19/09-11/20/09 meeting in Hyattsville, MD, to hear presentations and hold discussions on several health data policy topics. FR 58023.
On 11/10/09, the Office of the National Coordinator for Health Information Technology, HHS, announced an 11/19/09 meeting in Washington, DC, to discuss a report from the committee’s Implementation Workgroup, and to hear testimony from stakeholder groups on security standards. FR 58023.
On 11/10/09, U.S. Citizenship and Immigration Services (USCIS), Department of Homeland Security (DHS), announced a request for public comment on a submitted information collection, the Sworn Statement of Refugee Applying for Admission to the United States, which is used by USCIS to determine eligibility for the admission of applicants to the United States as refugees. On 11/10/09, USCIS, DHS, announced a request for public comment on a submitted information collection which is used to apply for a replacement of a Declaration of Intention, Certificate of Citizenship or Replacement Certificate, or to apply for a special certificate of naturalization as a U.S. citizen to be recognized by a foreign country. On 11/10/09, the Homeland Security Advisory Council (HSAC), DHS, will meet on 12/4/09 via teleconference for the purpose of reviewing the findings and recommendations of the HSAC’s Sustainability and Efficiency Task Force. FR 58036.
On 11/10/09, the Federal Emergency Management Agency (FEMA), DHS, announced an interim rule listing communities where modification of the base flood elevations (BFEs) is appropriate because of new scientific or technical data. New flood insurance premium rates will be calculated from the modified BFEs for new buildings and their contents. FR 57921.
On 11/10/09, FEMA, DHS, announced a final rule determining BFEs and modified BFEs for listed communities. The BFEs and modified BFEs are the basis for the floodplain management measures that each community is required to adopt in order to qualify or remain qualified for participation in the National Flood Insurance Program.
