On 11/4/09, the House Financial Services Committee approved HR 3817, the Investor Protection Act of 2009.
On 11/5/09, the Administration for Children and Families, Department of Health and Human Services (HHS), announced a request for public comment on a submitted information collection, the Emergency Contingency Fund for Temporary Assistance for Needy Families Programs, which provides resources to states, territories, and tribes to support work and families during difficult economic periods. On 11/4/09, the Senate received the nominations of Albert Diaz, of North Carolina, to be United States Circuit Judge for the Fourth Circuit; and James A. Wynn Jr., of North Carolina, to be United States Circuit Judge for the Fourth Circuit.
On 11/4/09, the Senate Judiciary Committee concluded a hearing to examine the nominations of Thomas I. Vanaskie, of Pennsylvania, to be United States Circuit Judge for the Third Circuit; Christina Reiss, of Vermont, to be United States District Judge for the District of Vermont; Louis B. Butler Jr., of Wisconsin, to be United States District Judge for the Western District of Wisconsin; and Abdul K. Kallon, of Alabama, to be United States District Judge for the Northern District of Alabama.
On 11/5/09, the Department of Justice announced a request for public comment on two submitted information collections, which must be reviewed and completed by law enforcement agencies and other public and private entities that apply for Community Oriented Policing Services Office discretionary grants or cooperative agreements. On 11/4/09, the Committee on House Administration approved HR 3489, to amend the Help America Vote Act of 1972 to prohibit state election officials from accepting a challenge to an individual’s eligibility to register to vote in an election for federal office or to vote in an election for federal office in a jurisdiction on the grounds that the individual resides in a household in the jurisdiction which is subject to foreclosure proceedings or that the jurisdiction was adversely affected by a hurricane or other major disaster.
On 11/4/09, the Senate Committee on Homeland Security and Governmental Affairs approved S 1755, to direct the Department of Homeland Security to undertake a study on emergency communications.

On 11/5/09, the Food and Drug Administration (FDA), HHS, announced the launch of its Safe Use Initiative with the release of a report titled “FDA’s Safe Use Initiative – Collaborating to Reduce Preventable Harm from Medicines,” which proposes a series of next steps to select specific candidate cases of preventable, drug-related harm for analysis, intervention proposals, and evaluation metrics. On 11/5/09, United States Immigration and Customs Enforcement, Department of Homeland Security, announced a request for public comment on a submitted information collection, the Candidate Questionnaire, which is used to determine whether or not a state or local law enforcement officer will be granted federal immigration enforcement authority under the 287(g) program. On 11/4/09, the House passed, by a 405-1-2 vote, H Res 858, to congratulate the Inter-American Foundation on its 40 th anniversary and to recognize its significant accomplishments and contributions.
On 11/4/09, the House passed, by a 409-5 vote, H Res 839, to condemn the illegal extraction of Madagascar’s natural resources.
On 11/4/09, the House passed, by a 422-1 vote, H Res 641, to recognize the 60 th anniversary of the founding of Radio Free Europe/Radio Liberty.
On 11/4/09, the House passed, by a 421-1 vote, H Res 711, to call on the U.S. government and the international community to address the human rights and humanitarian needs of Sri Lanka’s Tamil internally displaced persons (IDPs) currently living in government-run camps by supporting the release of such IDPs, implementing and facilitating an independent oversight of the process of release and resettlement, and allowing foreign aid groups to provide relief and resources to such IDPs.
On 11/4/09, the Senate passed S Res 336, expressing the sense of the Senate regarding designation of the month of November 2009 as “National Military Family Month.” S11118, CR 11/4/09; text S11120.
On 11/4/09, the Senate Committee on Homeland Security and Governmental Affairs approved S 1649, to prevent the proliferation of weapons of mass destruction and to prepare for attacks using weapons of mass destruction; and HR 553, to require the secretary of Homeland Security to develop a strategy to prevent the over-classification of homeland security and other information and to promote the sharing of unclassified homeland security and other information.
On 11/5/09, the House Judiciary Committee approved HR 984, to provide safe, fair, and responsible procedures and standards for resolving claims of state secrets privilege.
