On 8/24/09, the Administration for Children and Families, Department of Health and Human Services (HHS), announced a request for public comment on two proposed information collections, the Refugee Unaccompanied Minor Placement Report and the Minor Progress Reports, which collect information necessary to administer the Unaccompanied Refugee Minor Program. On 8/24/09, the Social Security Administration announced the establishment of a new system of records, the Race and Ethnicity Collection System, which improves upon the previous, more limited race and ethnicity collection system. This system of records will become effective 9/28/09. FR 42727.
On 8/24/09, the Office of Justice Programs, Department of Justice (DOJ), announced a request for public comment on an extension of a currently approved information collection, the Bureau of Justice Assistance Application Form for the Southwest Border Prosecution Initiative, which is used to reimburse state, county, parish, or municipal governments for the costs associated with the prosecution of criminal cases declined by local U.S. attorneys. On 8/21/09, the Office of Justice Programs, Department of Justice, announced a request for public comment on an extension of a currently approved information collection, the National Youth Gang Survey, which gathers information related to youth and their activities for research and assessment purposes. On 8/20/09, the Election Assistance Commission announced a 9/2/09 meeting in Washington, DC, to hear panelists discuss the 7/19/09 National Agricultural Statistics Service Resolution on Help America Vote Act of 2002 Grant and Payment Distinction, to hold a hearing regarding commercial off-the-shelf software and hardware, and for other issues. On 8/21/09, the Environmental Protection Agency (EPA) announced a request for public comment on a renewal of an existing approved information collection which requires that any person who manufactures, imports, processes or distributes in commerce a chemical substance or mixture and who obtains information that reasonably supports the conclusion that such substance or mixture presents a substantial risk of injury to health or the environment must immediately inform EPA of such information. On 8/24/09, the Bureau of Alcohol, Tobacco, Firearms, and Explosives, DOJ, announced a request for public comment on a proposed information collection, the Application and Permit for Temporary Importation of Firearms and Ammunition by Nonimmigrant Aliens, which is needed to determine if the firearms or ammunition listed on the application qualify for importation and to certify that a nonimmigrant alien is in compliance with United States Code. On 8/24/09, the Federal Bureau of Investigation, DOJ, announced a request for public comment on several submitted information collections related to the National Instant Criminal Background Check System, which any federal firearms licensee may contact for information on whether receipt of a firearm to a prospective purchaser would violate state or federal law. On 8/20/09, the Agency for Healthcare Research and Quality (AHRQ), Department of Health and Human Services (HHS), announced a request for public comment on a proposed annual survey of the characteristics of employer-sponsored health insurance, designed to provide data for federal policymakers evaluating the effects of national and state health care reforms. On 8/20/09, the AHRQ, HHS, announced a 9/17/09-9/18/09 meeting in Washington, DC, of the Subcommittee on Quality Measures for Children’s Healthcare in Medicaid and Children’s Health Insurance Programs to select an initial core set of children’s healthcare quality measures to recommend to the AHRQ National Advisory Committee, and for other issues. On 8/21/09, the Food and Drug Administration (FDA), HHS, announced a proposed rule amending its postmarket medical device reporting regulation to require that manufacturers, importers, and user facilities submit mandatory reports of individual medical device adverse effects to the agency in an electronic format that would allow for identification of emerging public health issues. On 8/21/09, the FDA, HHS, announced a proposed rule amending its postmarketing safety reporting regulations for human drug and biological products to require that persons subject to mandatory reporting requirements submit safety reports in an electronic format to help the agency more rapidly disseminate safety information in support of FDA’s public health mission. In addition, the proposed amendments would be a key element in harmonizing FDA’s postmarketing safety reporting regulations with international standards. Comments are due 11/19/09. FR 42184.
On 8/21/09, the FDA, HHS, announced the availability of draft guidance entitled “eMDR – Electronic Medical Device Reporting,” which addresses general issues related to the submission of postmarket medical device reports (MDRs) in electronic format. Comments are due 11/19/09. FR 42310.
On 8/21/09, the National Institutes of Health, HHS, announced a 10/14/09-10/16/09 meeting of the Office of Research on Women’s Health in Chicago, IL, to hear public testimony, scientific panels, and seven concurrent scientific working groups on health care, public policy, biomedical research, emerging issues and trends in health care, preventative health, and other issues. On 8/24/09, the FDA, HHS, announced a request for public comment on a proposed information collection which will be used to understand how target audiences view the FDA’s Public Health Notification and Preliminary Public Health Notification. Comments are due 10/23/09. FR 42674.
On 8/20/09, U.S. Citizenship and Immigration Services (USCIS), Department of Homeland Security (DHS), announced a request for public comment on a submitted information collection, the Application for Removal, which allows USCIS to determine eligibility for an applicant’s request for removal from the United States. On 8/20/09, USCIS, DHS, announced a request for public comment on a submitted information collection, the Request for the Return of Original Documents, which is used by USCIS to determine whether a person is eligible to obtain original documents contained in his or her own alien file. On 8/20/09, USCIS, DHS, announced a request for public comment on a submitted information collection, the Application Requirements for Adjustment of Status, which is used to determine if an applicant is eligible for the benefits available to certain aliens under Section 596 of Public Law 106-429. On 8/20/09, USCIS, DHS, announced a request for public comment on a submitted information collection which is used to ensure the financial support of an Amerasian child of a U.S. citizen. Comments are due 9/21/09. FR 42085.
On 8/21/09, the Indian Health Service, HHS, announced a proposal functional statement describing the authority and responsibilities of the Office of Direct Service and Contracting Tribes, which provides agency leadership and advocacy for Direct Service Tribes in the development of health policy, program management, budget formulation and resource allocation, among other responsibilities. This delegation of authority became effective 8/14/09. FR 42316.
On 8/24/09, the president issued a memorandum certifying that interdiction of aircraft reasonably suspected to be primarily engaged in illicit drug trafficking in Colombia’s airspace is necessary because of the extraordinary threat posed by illicit drug trafficking to the national security of Colombia, and that the country has appropriate procedures in place to protect against innocent loss of life in connection with such interdiction. On 8/21/09, the Employment and Training Administration (ETA), Department of Labor, announced a 9/17/09 meeting in Boston, MA, and a 9/22/09 meeting in Chicago, IL, to educate stakeholders, program users, and other interested members of the public on applying for H-2B temporary labor certifications using the new ETA form under the re-engineered H-2B temporary nonagricultural program. On 8/21/09, the Science and Technology Directorate, DHS, announced a request for public comment on several information collections related to the Support Anti-Terrorism by Fostering Effective Technology (SAFETY) Act program, which promotes the development and use of anti-terrorism technologies that will enhance the protection of the nation and provide risk management and litigation management protections for sellers of Qualified Anti-Terrorism Technology and others in the supply and distribution chain. On 8/21/09, the National Infrastructure Advisory Council, DHS, announced a 9/8/09 meeting in Washington, DC, to discuss issues relevant to the protection of critical infrastructure as directed by the president, and to hear the final report from the Critical Infrastructure Resilience Working Group, among other things. On 8/24/09, DHS announced a final rule exempting portions of a department-wide system of records from one or more provisions of the Privacy Act because of criminal, civil, and administrative enforcement requirements. This final rule became effective 8/24/09. FR 42575.
On 8/24/09, DHS announced a 9/10/09 meeting of the DHS Data Privacy and Integrity Advisory Committee in Detroit, MI, to receive an update on the activities of the DHS Privacy Office and to hear reports on DHS Components’ outreach and engagement efforts with ethnic and religious communities in the metropolitan Detroit area. On 8/24/09, the Office of the Secretary, Department of Labor, announced a request for public comment on two currently approved information collections, the Health Insurance Claim Form, which provides information required to pay health care providers for services rendered to injured employees covered under the Office of Worker’s Compensation Programs-administered programs; and the Authorization for Release of Medical Information (Black Lung Benefits), which is used to obtain the black lung claimant’s authorization for the Division of Coal Mine Workers’ Compensation to request medical evidence in support of the black lung claim.
