HR 5035 ( Scott, D-VA), to amend the Controlled Substances Act and the Controlled Substances Import and Export Act to eliminate increased penalties for cocaine offenses where the cocaine involved is cocaine base, to eliminate minimum mandatory penalties for offenses involving cocaine, and to use the resulting savings to provide drug treatment and diversion programs for cocaine users; to Judiciary, and Energy and Commerce. HR 5036 ( Holt, D-NJ), to direct the Administrator of General Services to reimburse certain jurisdictions for the costs of obtaining paper ballot voting systems for the general elections for federal office to be held in 11/2008, and to reimburse jurisdictions for the costs incurred in conducting audits or hand counting of the results of the general elections for federal office to be held in 11/2008; to House Administration, and Science and Technology. HR 5038 ( Conyers, D-MI), to amend Title 18, United States Code, to prevent the election practice known as caging, a practice by which mail is sent to a registered voter’s address and, if returned as “undeliverable” or delivered and the voter does not respond, his or her registration is challenged in order to suppress voter turnout; to Judiciary. On 1/17/08, the House passed, by a 271 to 130 vote, HR 3524, to reauthorize the HOPE VI program for revitalization of severely distressed public housing.

Immigration Law

HR 5060 ( Sanchez, D-CA), to amend the Immigration and Nationality Act to allow athletes admitted as nonimmigrants described in Section 101(a)(15)(P) of such act to renew their period of authorized admission in five-year increments; to Judiciary. H348, CR 1/17/08.
