    Intended to guide state and local jurisdictions wishing to use new methods of public and private collaboration in infrastructure development to do so safely and efficiently, this code provides a mechanism for state and local government to benefit from use of the 2000 Model Procurement Code's best practices for risk allocation, competition, public oversight, disputes, and other basic principles of good public procurement, without limiting their ability to use innovative new methods for infrastructure design, finance, construction, and maintenance.

    The 2007 Model Code for Public Infrastructure Procurement ("2007 MC PIP") is a condensation of the ABA 2000 Model Procurement Code for State and Local Governments ("2000 MPC"). The 2007 MC PIP is intended to guide state and local jurisdictions wishing to use new methods of public and private collaboration in infrastructure development to do so safely and efficiently. It provides a mechanism for these subunits of state and local government to benefit from use of the 2000 MPC's best practices for risk allocation, competition, public oversight, disputes, and other basic principles of good public procurement, without limiting their ability to use the best of innovative new methods for infrastructure design, finance, construction, and maintenance. This book contains both the print version and a CD on the inside back cover of the Word and PDF versions of the 2007 MC PI. The 2000 MPC was developed by the ABA in collaboration with major stakeholders in public procurement and infrastructure, including National Institute of Governmental Purchasing (NIGP), American Consulting Engineers Council (ACEC), Engineers Joint Contract Documents Committee (EJCDC), Council of Federal Procurement of Architectural and Engineering Services (COFPAES), National Association of State Procurement Officials (NASPO), and with significant financial assistance from Lockheed Martin, Public Technology, Inc., and the Civil and Environmental Engineering Department of the Massachusetts Institute of Technology.
