    Program Overview:
In the last three months of 2016, the world witnessed a frenzy of significant international actions to address climate change.  In November 2016, days before the U.S. election, the Paris Agreement became effective after a lightening round ratification effort by the international community.  The parties met in early November in Marrakesh, Morocco for the first meeting of the parties to begin to develop the rulebook to implement the Paris Agreement.  In October 2016, the Kigali Amendment to the Montreal Protocol was agreed upon, which will reduce the emissions of hydrofluorocarbons, powerful greenhouse gases used in air conditioning, refrigeration and foam insulation.  Also in October 2016, the International Civil Aviation Organization agreed on a new global market-based measure to control carbon dioxide emissions from international aviation.  Please join our panel of experts—each with on-the-ground involvement and longstanding experience relating to these developments—in a discussion of each action, its current status of implementation and near term implications.
