    Program Overview:Despite its economic outlook and a change in administration, California remains at the forefront of regulatory innovation. The state is slowly, but steadily, moving toward implementing a new comprehensive chemical and product regulatory scheme, one that will affect virtually any entity, worldwide, whose products may be sold in California. On October 31, 2011, the Department of Toxic Substances Control ("DTSC") released for public comment a substantially revised informal draft of its proposed regulations implementing AB 1879, a new California Green Chemistry Initiative law designed to "accelerate the quest for safer products" in the state. DTSC arrived at its latest proposal after a year of deliberation and input from stakeholders hoping to make improvements to a controversial draft released for public comment in November 2010. It is now time now to begin to understand the scope and effect of this proposed controversial new regulatory scheme. Comprehending the latest changes will enable persons to more effectively participate in the upcoming official rulemaking proceeding, as well as begin preparations for the scheme's eventual implementation. This program will describe the law's requirements and its planned implementation by DTSC, and provide both industry and public health perspectives. Attorneys with chemical or product regulation practices, in-house counsel charged with overseeing product-related matters, and company supply chain managers all will benefit from the information presented by this program.
