    U.S. CBP Pilot Entry Program for Residue Cargo - What is it and How Will It Affect Importers and Carriers? Presented by Jeremy Baskin, Senior Legal Advisor, Regulations and Rulings, U.S. Customs and Border Protection On July 17, 2009, U.S. CBP published Ruling HQ 026715 modifying a 1994 ruling, HQ 113129, which permitted the importer to manifest containers used in transportation as "empty" even though such containers might still contain some residue from what it previously held. After much discussion and consultation with various sectors of the international trade community, CBP has developed and is launching a pilot process for handling such transactions.Our speaker, Jeremy Baskin, who currently serves as Senior Legal Advisor to the Executive Director of Regulations and Rulings, the office which issued both rulings, has been intimately involved in the development of this pilot program. Mr. Baskin will discuss the background of the residue issue, the development of the pilot and its implementation, including its enforcement and related eduction efforts. Mr. Baskin will also address the impact of the pilot process on user fees, Import Security Filings, bonding, and recordkeeping, among other issues. Mr. Baskin will be retiring from CBP after more than 30 years of service, so please join us in one of the last opportunities to wish him well and "pick his brain" on this topic."
