Midyear 2019: ABA opposes withholding disaster funds

The House condemns threats by the Executive Branch to withdraw or divert disaster recovery and relief funds appropriated by Congress in response to the devastation of hurricanes, floods and wildfires in 2017. 

Resolution 10C reaffirms support for the August 2007 Principles of Rule of Law in Time of Major Disaster, including the principle that government assistance authorized by law should be distributed in an expeditious and efficient manner consistent with principles of equal treatment, due process and transparency.  The resolution, sponsored by the Virgin Islands Bar Association and the Puerto Rico Bar Association, was approved at the ABA Midyear Meeting in Las Vegas.
