City government is where an energized, creative attorney can have great impact, particularly early in one’s career. President Obama reminds us that “change comes from the bottom up.” His words strike the historic American theme that state and local governments are the “laboratories for democracy.” See New State Ice Co. v. Liebmann, 285 U.S. 262, 311 (1932) (Dissent, J. Louis Brandeis, “[a] state may, if its citizens choose, serve as a laboratory; and try novel social and economic experiments without risk to the rest of the country.”).
