In his second inaugural address, President Lincoln proclaimed the government’s obligation and commitment to those injured during the civil war with the words, “To care for him who shall have borne the battle and for his widow, and his orphan.” These words became the motto for The Department of Veterans Affairs (VA) in 1959, and the phrase serves as guiding language for the hundreds of programs the VA administers to veterans.
