Adam A. Orr
Adam is an Assistant Counsel in the Department of the Navy’s Office of General Counsel. He advises clients within the Office of Naval Research, including the Aerospace Science Research Division, Ocean Battlespace and Expeditionary Access Division, and the Navy’s STEM program. His main practice areas include advising on matters of federal contracts and financial assistance, and civilian personnel law.
Active within the ABA, Adam is a member of the Diversity Enhancement Program for the Section of Environment, Energy and Resources, and Editor of the International Law Year-in-Review. He has also served as Vice Chair of the YLD Environmental, Energy and Resources Committee. Outside of the ABA, Adam serves on the Board of Advisors for the graduate writing program at the University of Massachusetts.
Prior to ONR, Adam was legal counsel in the Department of Energy’s Office of Science, advising DOE’s National Laboratories that support fundamental scientific research for energy.
Adam is a graduate of the Chicago-Kent College of Law — Illinois Institute of Technology, and holds a master’s degree from the University of Massachusetts, and bachelor’s degree from the University of New Mexico.
