In Memory of Carol Tello

By Chris Tank, American Bar Association, Section of Taxation, Washington, DC

The Tax Section mourns the August 2020 passing of Carol Tello, a long-time and dedicated Tax Section member who at the time of her passing was serving as CLE Committee Vice-Chair with responsibility for the U.S. and Europe Tax Practice Trends Conference, a position she had held since 2012. Carol served in several other leadership roles within the Section, including as Chair of the Foreign Activities of U.S. Taxpayers Committee from 2011–2013 and as a member of the Council from 2015–2018.

Carol was a partner at Eversheds Sutherland (formerly Sutherland Asbill), having previously served in the Office of Chief Counsel (International) and as a Special Assistant to the Assistant Commissioner (International). During her IRS career Carol participated in a number of income tax treaty negotiations, served as the IRS National Office adviser for various Tax Court cases, and participated in regulatory projects, with particular interest in the regulations governing taxation of software transactions.

In addition to her leadership roles with the Tax Section, Carol held executive roles in the International Fiscal Association, a non-governmental non-profit with global reach through many country branches. She served as Executive Vice President of the U.S. branch (IFA USA) and was recently elected to serve as its President, becoming the first woman to serve in that role in the organization’s history. As recently as May 6, 2020, she moderated a webinar panel on Hybrids: an overview of the new final and proposed hybrid regulations. She was also an American College of Tax Counsel and an American Bar Foundation Fellow, among other professional roles.
