Who Should Pay for Major Road Projects, in Light of the Harstad v Woodbury Minnesota Supreme Court Decision? (CLE)

This panel will review the implications of the Harstad decision and review the pending controversy surrounding bills introduced to authorize municipalities to charge major roadway impacts fees. They will also describe the recommendations of a ULI Minnesota/ Regional Council of Mayors (RCM) committee to address the concerns expressed by NAIOP and the Builders Association of the Twin Cities (BATC). These recommendations are also being evaluated by the RCM to meet the challenges of funding resilient infrastructure in response to climate change.

SCHOLARSHIPS

Limited scholarships are available for this program. For more information and for a scholarship application, please contact [email protected]. Scholarships to defray tuition expense for ABA Center for Professional Development programs are available upon application on a program-by-program, case-by-case basis. Preference will be given to public interest lawyers, government lawyers, full-time law professors, solo or small firm practitioners of limited means, and unemployed attorneys. Scholarship applications must be received at least two weeks before the program start date.

CLE INFORMATION

The ABA directly applies for and ordinarily receives CLE credit for ABA programs in AK, AL, AR, AZ, CA, CO, CT, DE, GA, GU, HI, IA, IL, IN, KS, KY, LA, ME, MN, MS, MO, MP, MT, NH, NJ, NM, NV, NY, NC, ND, OH, OK, OR, PA, SC, TN, TX, UT, VT, VA, VI, WA, WI, and WV. These states sometimes do not approve a program for credit before the program occurs. This course is expected to qualify for 9.0 CLE credit hours in 60-minute states, and 11.0 credit hours in 50-minute states. This transitional program is approved for both newly admitted and experienced attorneys in NY. Attorneys may be eligible to receive CLE credit through reciprocity or attorney self-submission in other states. For more information about CLE accreditation in your state, visit

Prior to the program, all advance registrants will receive an email with a link to the CLE materials. No printed materials will be available on-site. You are encouraged to download materials, in advance. You may also bring a laptop, notebook or tablet to view the materials onsite. Complimentary guestroom Wi-Fi access will be available.

CANCELLATION POLICY

Refund requests must be made in writing (via email or U.S. mail) and received in the Section of State & Local Government Law’s office on or before September 1st. All refunds will be reduced by a $25 administrative fee. Substitutions may be made at any time. NO refunds will be made after October 1st.
