Technology changes much faster than changes in law, and many attorneys use new technologies without fully appreciating the ethical and professional liabilities of using them. One of the intimidating aspects of cybersecurity is the seemingly intangible nature of computer systems and cybersecurity. Many professionals are not versed in the technical world of cybersecurity. But the ABA Commission on Ethics 20/20 has made it very clear that attorneys are responsible for understanding the cyber issues surrounding their practices. This panel presentation will discuss awareness of technology issues (for both public and private attorneys) with an emphasis on ethics and professionalism.

Sanctuary cities have become a hot topic in the ongoing national debate over immigration and immigration reform. This panel will address the history of sanctuary cities and other local government forays into immigration, the reasons behind such efforts, and the legal issues raised when local governments take action over what is generally considered to be a federal issue.

This is our second in a series on the Sharing Economy. There is an increasing statewide regulatory preemption of local government regulation of the sharing economy. The spate of Communications Decency Act § 230 actions illustrate a trend towards arguing that platform businesses should not be regulated by local governments because of their unique stream of commerce. We will discuss whether or not local governments are losing control of sharing economy regulation to state public utility commissions, FTC, or other administrations.
