Marilyn Mosby, the State's Attorney for Baltimore City, is the youngest chief prosecutor of any major American city. For two generations, her family has been on the police force. Both her parents served as officers and her grandfather was one of the first African-American police officers in the state. METCO, the longest-standing school desegregation program in the country, provided her the opportunity to attended Dover-Sherborn High School, an hour from her home.

Sparked by the murder of her 17-year-old cousin by another 17-year-old outside her home, Marilyn became interested in practicing law. She graduated magna cum laude from Tuskegee University and earned her Juris Doctor from Boston College Law School in 2005.

Land Use Institute (LUI) at the University of Baltimore School of Law

This institute is designed for attorneys, professional planners, and government officials involved in land use planning, zoning, permitting, property development, conservation and environmental protection, and related litigation.

Our preeminent faculty of practitioners and academics will:

  • Critcially review & analyze the most important new decisions and state-of-the-art efforts by government to manage land use and development

This course is expected to qualify for 11 CLE credit hours (including 2 ethics hours) in 60-minute states, and 13 CLE credit hours (including 2.5 ethics hours) in 50-minute states. Find CLE credit hour information based on your location.

Tuition Assistance

A limited number of registration fee reductions may be available for this program upon application. The fee reductions will be determined on a one-time only, case-by-case basis. Requests must be received by March 15, 2019. You will be notified prior to the program if your application is approved. For programs with tuition costs of $500 or more, qualifying attorneys will receive at least a 50% reduction in the course fee(s) only. To apply, send a letter outlining the basis for your request of a fee reduction to Marsha Boone.

Cancellation Policy

Requests for refunds must be made in writing and received in the Section of State & Local Government Law office on or before March 31, 2019. A $50 administrative fee will be applied. No refunds will be made after March 31, 2019.

A registration submitted online or by mail to the ABA office is considered a firm commitment. If you do not cancel by the designated deadline date for refund, you will be expected to pay the registration fee even if circumstances prevent you from attending the program.


Written requests for substitutions will be permitted prior to the conference for requests received by the conference registration cut-off date. After this date, substitutions will need to be made on-site. There is no additional cost for substitutions. Substitutions are not permitted once a registrant has registered on-site or after the conference has occurred. Please submit a request on firm/ agency letterhead to transfer the registration to another person. Only the substitute will be eligible for CLE credit. The substitute and original registrant must work out the payment between themselves.
