As we start 2013, the Administration and Congress remain faced with the same intractable issues that thus far have proven to be beyond their ability to resolve. Whether it is raising the ceiling on the national debt, curtailing spending causing annual trillion–dollar federal deficits, providing disaster relief, adopting effec- tive gun control laws, or even enacting a federal budget, gridlock and opportunism take precedence over responsible leadership and action. A stunning example of this is presented by the way the plight of the victims of Hurricane Sandy has been addressed.
