Update for Washington State Property Owners: The New Commercial Property Assessed Clean Energy and Resiliency (C-PACER) Program

Kari L. Larson and Rhys W. Hefta

The focus on keeping it clean in 2021 is more than just washing your hands. The Washington State legislature passed a C-PACER act during its 2020 regular session. Wash. Rev. Code ยงยง 36.165.005 to 36.165.110. The act went into effect in June 2020. The state legislation creates a framework for individual counties to implement C-PACER programs, though none has done so as of this writing. The C-PACER program, once implemented, will provide a new source of financing for resiliency, renewable energy, and energy-efficiency improvements for buildings.
