As our water supply continues to shrink in a climate of drought and overuse, resolving the competing claims to this scarce resource between private landowners and between states, may require reshaping the common law rules of prior appropriation and riparian rights and the adoption of new regulatory regimes. The panelists will offer insight into a rational way forward in this rapidly changing world.
