The FPI will commence Wednesday, March 13 with an Optional Practicum Session on Data Rights: Legal Strategies for Markings, Assertions, and Defending Against a Government Challenge. The full two-day FPI plenary sessions on Thursday and Friday, March 14 – 15, will include sessions on:

  • The impact of war on claims litigation
  • Best practices in spinoffs, divestitures and corporate integration
  • Cybersecurity developments affecting government contracting
  • Data overload — leveraging data analytics, machine learning, and artificial intelligence
  • The importance of teaming arrangements despite enforceability issues
  • Non-traditional government contracts
  • Bid protests and recent decisions impacting Court of Federal Claims' jurisdiction
  • Ethical restrictions on federal employees/ counsel
  • Optional Construction Program on subcontracting concerns on a federal construction project

In addition, there are multiple networking opportunities, including sponsored receptions each evening, "No-Host" lunch and dinners, and a Section Fellows' Dinner.

The FPI offers a unique opportunity to learn about varying perspectives and reasoning taken by the public contract community's stakeholders by engaging the panelists and your fellow participants in a spirited exchange of ideas throughout the two-day institute and the multiple networking events scheduled throughout the program.

The opportunity to exchange ideas with fellow public contract professionals continues on Saturday, March 16 when our Section Council will meet in open session to discuss action and information on legislation, regulations, and other current issues important to government contract practitioners.

MCLE Information

This course is expected to qualify for 15.5 CLE credit hours (including 2 ethics hours) in 60-minute states; and 18.6 CLE credit hours (including 2 ethics hours) in 50-minute states. These credit hours include the optional practicum and optional construction division program. Find specific MCLE information for your state.

Make your hotel reservations at the Hotel Annapolis (formerly the Loews Annapolis Hotel) today. Under the photo on the hotel's home page is a horizontal purple bar titled reservations. Select the conference dates and click the dropdown arrow next to promo code. In the group code box (third box down) enter ABAPL1 to receive the group rate. The room block is available until 5pm ET on Wednesday, February 20 or until the block is full, whichever comes first.

A limited number of rooms are available at a government rate for government employees. Please contact Patty Brennan regarding availability and provide your arrival and departure dates.

Tuition Assistance

A limited number of registration fee reductions may be available for this program upon application. The fee reductions will be determined on a one-time only, case-by-case basis. Requests must be received by February 15, 2019. You will be notified prior to the program if your application is approved. For programs with tuition costs of $500 or more, qualifying attorneys will receive at least a 50% reduction in the course fee(s) only. To apply, send a letter outlining the basis for your request of a fee reduction to Patty Brennan.

Cancellation Policy

Requests for refunds must be made in writing and received in the Section of Public Contract Law office on or before March 1, 2019. A $50 administrative fee will be applied. No refunds will be made after March 1, 2019.

A registration submitted online or by mail to the ABA office is considered a firm commitment. If you do not cancel by the designated deadline date for refund, you will be expected to pay the registration fee even if circumstances prevent you from attending the program.


Written requests for substitutions will be permitted prior to the conference for requests received by the conference registration cut-off date. After this date, substitutions will need to be made on-site. There is no additional cost for substitutions. Substitutions are not permitted once a registrant has registered on-site or after the conference has occurred. Please submit a request on firm/ agency letterhead to transfer the registration to another person. Only the substitute will be eligible for CLE credit. The substitute and original registrant must work out the payment between themselves.
