Richard Pennington is co-author of the 2020 3rd edition of Legal Aspects of Public Procurement, the legal textbook used for training by NIGP: The Institute for Public Procurement. For this edition, Richard wrote new chapters about legal issues in competitive sealed proposals, contract administration, and information technology procurement. The book is aimed, not at attorneys, but public procurement professionals, although Richard will highlight the book's use of appellate decisions as case studies. They cover key legal concepts and illustrate the wide variety of public procurement laws and practices. Richard teaches for NIGP and will briefly discuss its evolution of ecompetency-based training.
