BOEMRE's SEMS II: Key Compliance Points for the New Rules

New requirements enhance worker safety on offshore facilities.

The Bureau of Ocean Energy Management, Regulation & Enforcement (BOEMRE) has published the proposed update to the requirements of “Safety and Environmental Management Systems” (SEMS).Its formal title is “30 CFR Part 250. Oil and Gas and Sulphur Operations in the Outer Continental Shelf - Revisions to Safety and Environmental Management Systems.” It is often referred to as "SEMS II." Comments on SEMS II were due on November 14, 2011. The rule is expected to be in place in the fourth quarter of 2012.

SEMS II focuses on the following new or expanded provisions:

  • a stop-work provision
  • definition of authority
  • employee participation
  • reporting of unsafe conditions
  • the use of independent third-party auditors
