Hilary is a partner at Joy & Young, L.L.P. in Austin, Texas. She practices in the licensing, regulatory, and administrative areas of health law, and is board certified in Health Law by the Texas Board of Legal Specialization. She works primarily with hospitals and other institutional health care providers on matters such as licensure, certification, compliance with Texas licensing standards and the Medicare Conditions of Participation, Medicare termination actions, EMTALA, and operations issues. She is co-author with Louise Joy of an article on EMTALA for the 2004 edition of WestGroup's Health Law Handbook. She was also co-editor from 1995-1998 of Texas Jurisprudence, a manual on Texas health law designed to prepare physicians for the Texas medical jurisprudence examination.
She is a member of the American Bar Association, Chair of the Section Officers Conference (2019-2021), former Chair of the Health Law Section (2017-2018), the State Bar of Texas (Health Law Section), and the American Health Lawyers Association. She received her J.D. from The University of Texas, an M.A. from the University of Oklahoma, and an A.B. from Duke University. After law school, Hilary served as judicial clerk for the Honorable Jerre Williams, Senior Judge of the U.S. Court of Appeals for the Fifth Circuit from 1992 to 1993. She is admitted to the bars of Texas and the U.S. Court of Appeals for the Fifth Circuit.
