Tom is a partner in Strauss, Factor, Laing & Lyons. He has served as Rhode Island’s State Delegate in the ABA House of Delegates. Tom was the Rhode Island Fellows Chair for the American Bar Foundation. Tom served on the ABA’s Task Force on the Future of Legal Education and on the Executive Council of the National Conference of Bar Presidents. He is past president of the New England Bar Association and the Rhode Island Bar Association.

Tom has been selected by Rhode Island Lawyer’s Weekly as a Lawyer of the Year and as a member of its Hall of Fame. He has been honored by the American Civil Liberties Foundation of Rhode Island as a Civil Libertarian of the Year and a Civil Libertarian of the Decade. He has litigated civil rights cases in federal and state courts including Caniglia v. Strom, 141 S.Ct. 1596 (2021). He has been selected as a SuperLawyer in the area of products liability defense.

Tom is married to Lynda Laing with whom he practices law. They have two grown daughters, one of whom is a lawyer. He enjoys exercising and reading history.
