Russell is partner at Stinson Leonard Street in Washington, D.C. He is chair of the ABA Standing Committee on Governmental Affairs (2015-2018). He serves in the House (2012-2018), on its Nominating Committee (2013-2016) and its Advisory Committee on Issues of Concern to the Legal Profession (2016-2018). He is past chair of the Section of Administrative Law and Regulatory Practice (2008-2009). He is a past member of the ABA Presidential Advisory Committee on Diversity in the Profession and past secretary of the ABA Conference of Minority Partners. He received his JD in 1975 from Yale Law School.
Russell is the former Chair of the Maryland Public Service Commission (1995-1998) and past President and CEO of the D.C. based Competitive Telecommunications Association (1998-2006). He is a member of the Maryland Commission on African American History and Culture. Russell previously served on the boards of Pepco Holdings and PAETEC Communications. Over the years he has been active in civil rights and for his efforts received the “Charles Hamilton Houston Award” from the Minority Business Legal Defense and Education Fund.
