Message from EBC Public Co-Chair Bruce Perlin

I am honored to be selected for a three-year term as Public Co-Chair of the Employee Benefits Committee. I am grateful to have the opportunity of working with a wonderful Committee and a group of dedicated Co-Chairs: John Harney, Stacey Cerrone and Cassie Springer Ayeni.  It will be challenging to follow in the footsteps of Joanne Roskey, who completed her term last year.  I am the first Public Co-Chair from the Pension Benefit Guaranty Corporation and hope that I can meet the examples of hard work and excellence set by past Co-Chairs.

I attended my first Midwinter Meeting in 2003 and have attended every meeting since that date.  I was a frequent speaker at the meetings, participating on panels discussing issues concerning multiemployer plans.  In later years, I became a Subcommittee
Co-Chair and also worked on the Employee Benefits Law Treatise.  The work that we do is important and in addition to continuing that excellent work, I would like to focus on attracting new members and mentoring.

I have been a practicing attorney for over thirty-five years, but I still learn something new at each of our meetings.  I also appreciate the diversity of opinions on various issues and our lively discussions.  Unfortunately, the pandemic prevented us from meeting face-to-face last year and completely this year, but I am looking forward to meeting new members and welcoming back our existing members to future meetings.  Last, I welcome your feedback and suggestions on how we can improve our Committee and future programs and meetings.

Mr. Perlin is an assistant general counsel working on multiemployer matters for the PBGC. His work focuses on multiemployer issues involving plan partition, mergers, withdrawal liability, mass withdrawal, and plan termination and insolvency. Mr. Perlin also litigates and advises on bankruptcy matters involving PBGC. Prior to joining PBGC, he worked as an attorney with the IRS Office of Chief Counsel and drafted various guidance items affecting both single and multiemployer plans. Prior to joining IRS, Mr. Perlin worked at Slevin & Hart, P.C., where he focused on multiemployer plan litigation. Previous to his work at Slevin & Hart, Mr. Perlin worked at the Sheet Metal Workers National Pension Fund and Central States, Southeast and Southwest Areas Health and Welfare and Pension Funds. He is a fellow of the American College of Employee Benefits Counsel. Mr. Perlin received his undergraduate degree cum laude from Loyola University of Chicago, where he also received a law degree
