What is the status of various legal challenges to public employer mandates and the impact of federal regulations on any bargaining requirements? Panelists discuss issues that may have sent public employers and unions to the bargaining table and the courthouse during the COVID-19 pandemic. How have labor relations agencies, courts and arbitrators analyzed those obligations when there have been disputes, including the issue of implementing mandates before exhausting bargaining over discretionary aspects of the mandates and/or impact and effects of mandates?
