Overrepresented in Montana's foster care system and more apt to be removed from their homes, Native-American children face a unique challenge in the justice system -- a challenge that Yellowstone County District Judge Rod Souza has undertaken by forming one of the nation's few specialized Indian Child Welfare Act courts which has recently been expanded to a unique ICWA Drug Court.
