Law is increasingly used as a weapon of war. Unable or unwilling to challenge other states militarily, states and non-state actors use legal strategies to weaken the enemy’s legitimacy. Such “lawfare” may forestall, degrade the will to fight, and shape the narrative of conflict. Dr. Jill Goldenziel will discuss the global evolution and escalation of lawfare, including in the South China Sea and the Middle East.
