President Kennedy’s words in his 1960 presidential nomination acceptance speech may well apply to the future of the patent bar. The U.S. Patent and Trademark Office (USPTO) this summer issued a notice of rulemaking proposing an annual patent practitioner fee,1 and our Section in response provided comments thanks to a task force led by Rivka Monheit.
