As prescribed in the Constitution, the 113th Congress began at noon on January 3. Ordinarily, the previous Congress has been long gone when that date and time rolls in. However, the 112th Congress, which public opinion and political experts agree set new records for inefficiency and partisan gridlock, also set new records for longevity. It adjourned sine die only minutes before noon on January 3, and might still be muddling along but for the constitutional mandate that it clear the House and Senate chambers for the entry of the 113th.
