Today the Manipur High Court ordered Kishorechandra Wangkhem’s release from jail after 132 days of imprisonment. On November 27 2018, Mr. Wangkhem was arrested and placed in preventative detention under the National Security Act (NSA) due to a series of Facebook videos in which he criticized the ruling party. While Mr. Wangkhem will now been freed from detention under the NSA, he still faces a criminal investigation and potential sedition charges with respect to his social media posts, raising ongoing concerns about the possibility of unlawful restrictions on free speech. Accordingly, the Center is encouraged that the Manipur High Court has upheld India’s obligations under international law by releasing Mr. Wangkhem but remains concerned about the potential resumption of the criminal prosecution.
