In 2010, Peru adopted Legislative Decree 1095 that authorizes the deployment of military forces during times of civil unrest and allows for armed forces to intervene or act in support of the National Police when a state of emergency has been declared. It provides the armed forces with broad powers and discretion to intervene in the control of internal order in a manner that undermines fundamental guarantees under international law.
