Honduras: The Occupational Profile of a Good Justice of the Supreme Court

EXECUTIVE SUMMARY

The ABA Center for Human Rights (CHR) and the Rule of Law Initiative (ROLI) designed the occupational profile of a good justice of the Supreme Court, which was provided to the Nominating Board for the selection of Supreme Court justices in Honduras in support of an objective, transparent, and fair process, based on the merits of the candidates. The profile is based on the four areas of competencies of a good justice: physical and psychological fitness, ethical requirements, scientific knowledge and its application as a judge/magistrate of a Supreme Court, and management and leadership skills. The profile further breaks down each of these elements to clarify what should be examined, how to assess the candidate's qualities in these areas, and at what stage of the process this review should occur.

El Centro de Derechos Humanos (CHR) y la Iniciativa para el Estado de Derecho (ROLI) del American Bar Association diseñaron el perfil ocupacional de un buen Magistrado/a de la Corte Suprema de Justicia, el cual fue presentado a la Junta Nominadora para la Selección de los magistrados de la Corte Suprema de Honduras para contribuir a un proceso de selección objetivo, transparente y justo, basado en el mérito de los postulantes. El perfil está basado en las cuatro idoneidades de un buen magistrado: la físico-psíquica, la ética, la científico-técnica y la gerencial. Además, el perfil enumera los diversos elementos que deben observarse, analizarse y evaluarse vinculados a las características de cada idoneidad y en qué etapa del proceso se las debe revisar.
