ABA White Paper: Options for a Treaty on Business and Human Rights

White Paper on Human Rights and Arms Export Reforms:

The ABA Center for Human Rights has issued a White Paper on proposals to relax export controls for certain significant military equipment.  The paper addresses the question of whether such proposals could inadvertently undermine counterterrorism and human rights provisions of the Foreign Assistance Act.  The Center concludes that any such reforms should ensure that articles with significant military utility remain subject to the special controls of the Arms Export Control Act.  Further, any reforms should be carefully tailored to ensure compliance with relevant counterterrorism and human rights provisions of the Foreign Assistance Act
