On March 22, 2023, HHS’s HRSA announced a comprehensive initiative to modernize the system for procuring and transplanting organs as authorized by the 40-year-old National Organ Transplant Act. This announcement builds on two years of efforts to improve the functioning of the Organ Procurement and Transplant Network (OPTN) and to strengthen oversight and contracting requirements for those participating in OPTN. The modernization initiative includes posting dashboards with data on hospitals’ transplant programs, organ retrieval, success of transplants, waitlist outcomes, and demographics; modernizing the IT system; enhancing OPTN governance and independence; and soliciting multiple contracts to manage OPTN to foster competition. HRSA also posted the first data dashboard concurrently with the announcement of the modernization initiative.
