On January 4, 2023, CMS released guidance to assist states in meeting health-related social needs through Medicaid managed care programs. The guidance permits Medicaid managed care organizations to cover services or settings in lieu of services covered under the state plan (commonly known as ILOS). Managed care organizations can use funding to assist with housing instability,food insecurity, transportation problems and utility help, among others. Programming must be cost effective, medically appropriate and preserve enrollee rights and protections. As with other managed care plan contracted programming, the services are subject to federal and state monitoring.
