Representatives Lisa Blunt Rochester (D-DE)and Dr. Michael C. Burgess (R-TX), introduced the Telehealth Improvement for Kids’ Essential Services Act of 2020 (TIKES Act) with the goal of increasing healthcare access for children using telehealth. The TIKES Act would require the Secretary of the U.S. Department of Health and Human Services to issue guidance to states about how to increase access to telehealth under Medicaid and the Children’s Health Insurance Program. This guidance would include technical assistance and best practices including the suggestions for the delivery of covered services, suggested billing code, strategies for integrating telehealth with traditional care, and other recommendations and examples to assist states in improving telehealth access for children. The TIKES Act would also require a study and report on the impact of telehealth on healthcare utilization, access to services, cost and outcomes.
