On May 26, CMS released a fact sheet providing state and local governments that have developed alternate care sites (“ACS”) with information regarding reimbursement for services provided to Medicare, Medicaid, and Children’s Health Insurance Program beneficiaries. CMS has allowed state and local governments, and health departments, as well as hospitals and other organizations, to develop ACS by repurposing buildings and structures as field hospitals to accommodate the increased demand for healthcare services during the COVID-19 public health crisis. According to CMS guidance, in order to get paid for these services, the best option state and local governments have is partnering with a hospital or health system that can take over billing and operations as an extension of its own brick and mortar location. If that is not feasible, other options include enrolling an ACS as a new hospital or engaging a medical group to furnish and bill for the professional services provided and foregoing any payment for the inpatient and outpatient facility services furnished to CMS beneficiaries.
