USDA Issues Interim Final Rule Authorizing Domestic Hemp Production Programs

On October 31, the USDA published an interim final rule establishing new regulations for the domestic production of hemp. Congress authorized the promulgation of these rules last year via the 2018 Farm Bill. The 60-day public comment period concludes on December 30, but the USDA has already begun reviewing hemp production plans submitted by states and tribes for approval. As of November 4, at least twenty different states and tribes had submitted production plans for review, including Arizona, Oregon, Pennsylvania, and Tennessee.
