FTC to Study Effects of Certificates of Public Advantage

On October 17, the FTC issued orders to five health insurance companies and two health systems for information on recently approved certificates of public advantage.  The insurance companies and health systems that received orders were Aetna, Inc., Anthem, Inc., BlueCross BlueShield of Tennessee, Cigna Corporation, United Healthcare, Ballad Health, Cabell Huntington Hospital, Inc.  The FTC seeks information to study the effects of the certificates of public advantage for Ballad Health and Cabell on prices, quality, access, and innovation of healthcare services, as well as the impact on employee wages.  The information sought includes patient billing and discharge data, hospital employee wage data, and other information to review the prices, quality, access, and innovation.
