On July 11, 2019, CMS released a proposed rule, scheduled to be published on July 18, 2019 relating to home health payment. The proposed rule would, among other things: (1) update the home health prospective payment system payment rates and wage index for calendar year 2020: (2) implement the Patient-Driven Groupings Model, a revised case-mix adjustment methodology, for home health services beginning on or after January 1, 2020: and (3) implement a change in the unit of payment from 60-day to 30-day periods of care. In the proposed rule, CMS also proposes to: (1) modify the payment regulations pertaining to the content of the home health plan of care; (2) allow physical therapy assistants to furnish maintenance therapy; and (3) change the split percentage payment approach under the home health prospective payment system. The comment deadline for the proposed rule is September 9, 2019.
