On May 1, 2019, the CBO released a report describing “the primary features of single-payer systems, and [discussing] some of the design considerations and choices that policymakers will face as they develop proposals for establishing such a system in the United States.” The CBO report does not discuss any budgetary implications of any particular single-payer proposal, but the report instead reviews how a government might administer a single-payer health plan, patient eligibility and enrollment issues, potential covered services, the prospective role of private insurance, payment rate setting, the treatment of prescription drugs, how a single-payer system might contain healthcare costs, and how a single-payer system might be financed, among other topics.
