The District of Massachusetts U.S. Attorney’s Office filed a joint complaint with the Massachusetts Attorney General’s Office under the federal and Massachusetts False Claims Act against 19 skilled nursing facilities (SNFs) in Massachusetts and Connecticut, their present and former management companies, their owner, an executive, and a therapy consultant. According to a press release, the complaint alleges that, between 2017 and 2023, RegalCare Management Group, LLC and RegalCare Management 2.0 (at the direction of RegalCare owner Eliyahu Mirlis and executive Hector Caraballo and aided by Stern Therapy Consultants) fraudulently caused the submission of claims to Medicare and Medicaid for medically unreasonable and unnecessary services to patients resulting in millions of dollars of damages and patient harm.
