Welcome to the world of veterans benefits law, where everything you ever learned about administrative law should be left at the door. The Department of Veterans Affairs (VA) disability system was created to be “uniquely pro-claimant” and non-confrontational, thus obviating the need for attorneys. Instead, congressionally chartered veterans service organizations (VSOs) were tasked with assisting veterans free of charge.
