Addressing the Overuse of Psychotropic Medications on Dependent Children

Twenty-five percent of children in the U.S. foster care system are prescribed at least one psychotropic medication on any given day. This is estimated to be double to quadruple the rate of children not in foster care. Why is the rate double for foster care children? Should it be? And what should legal practitioners in the foster care system be doing to address this situation?
