Brian Byun is Of Counsel at Best Best & Krieger LLP. While based in the San Diego office, he represents cities and special districts across California, advising them on all aspects of governance, long-range planning, and day-to-day contractual relationships. Brian focuses on land use and development issues as they pertain to his clients' affordable housing and economic development goals. Prior to joining BB&K, he served as Senior Deputy City Attorney for a small industrial city near downtown Los Angeles.

Meet Our New Council Members!
Sylloris Lampkin is an Attorney Advisor with the U.S. Department of Housing and Urban Development’s Office of General Counsel in the Jacksonville Field Office. She joined the Department in 2007 through the Legal Honors Program. In 2012, Ms. Lampkin transitioned to the Atlanta Office of Counsel, Program Services Division. As a member of the Division, she closed Multifamily, Healthcare and RAD deals. She also handled various programmatic issues in a legal advisory capacity. Similarly, Ms. Lampkin’s current practice in HUD’s Jacksonville Office of Counsel focuses on transactional and regulatory work.
Jill Mariani is continuing her tenure on the council as she was renominated to serve another three-year term. Jill is a Senior Investigative Counsel at the New York County District Attorney’s Office. Specializing in white collar investigations and prosecutions, she has held several supervisory positions, including the founder and Chief of its former Money Laundering and Tax Crimes Unit.
Richard Nunes is an Assistant Deputy Public Defender in Hackensack, NJ, assigned to Bergen County’s Drug Court which has approximately 300 plus participants. Mr. Nunes attends and participates in Drug Court staffing meetings and sessions, negotiates pleas on behalf of clients, drafts and argues drug court appeals, visit clients in the jail or via video conference, and represents clients at Drug Court Violations of Probation proceedings and trials.
Jaime’s interest in government and public service began right after high school when he obtained his first internship with the Texas House of Representatives. From then on, and throughout his time as an undergrad at the University of Texas at Austin, he continued to work full-time for the Texas House where he eventually became the Legislative Director for a State Representative. He currently works in the Texas State Senate for Senator Eddie Lucio, Jr.
Matthew Wallace currently serves as a Captain in the active-duty United States Army Judge Advocate General’s Corps. He recently returned from a deployment to the Middle East wherein he served as the Deputy Brigade Judge Advocate for the 2nd Armored Brigade Combat Team, 1st Armored Division. While in country, Matthew Received the Army Achievement Medal and the Army Commendation Medal for his work as part of military operations in hostile conditions. He has returned to his home duty station of Fort Bliss, Texas, where he continues to work as part of the 1st Armored Division legal team.
