Andrew Cooper has joined DLA Piper in Washington, D.C., as a partner with the firm’s environmental team in its regulatory practice group. Formerly, Cooper was a partner in the Washington, D.C., office of Van Ness Feldman LLP. He brings over 30 years of experience to the practice of environmental law. His practice includes transactional, litigation, and compliance practice. Cooper advises purchasers, sellers, lenders, or borrowers as to environmental issues in real estate and commercial transactions. He has significant experience with litigating environmental claims. Cooper has also developed a deep understanding for negotiating with state and federal agencies. He has been active with the Section for many years.

Romany Webb has been appointed deputy director of the Sabin Center for Climate Change Law at Columbia Law School. Previously, she served the center as an associate research scholar and senior fellow. Webb’s research focuses on two primary areas: energy and negative emissions technology. Her research explores how legal and policy tools can be used to minimize the climate impacts of energy development, as well as the impacts of climate change on energy infrastructure. From 2020 through 2022, Webb served on the Engineering and Medicine Committee on Ocean Carbon Dioxide Removal and Sequestration of the National Academy of Sciences. She currently serves as the co-chair of the Section’s Climate Change, Sustainable Development, and Ecosystems Committee.
